It means being romantically involved with someone and gossiping about it to other people later, when you knew all along that your special friend would want to keep the affair private. Usually, this is done to show off (i.e. to make yourself admired by others for being with someone who they like) or to ruin the other person's reputation. Whatever the motive, it is thought of as a negative thing.

Exactly like it sounds...
Telling everybody that you kissed or made out with someone.
Or giving details about an affair or relationship..not usually a good thing.
