In the football of yesterday, Brazil, but in today's football, pretty much all of the powerhouses (Brazil, Argentina,Germany, Italy, Etc..)are at the same level. IN the end it just pretty much comes done to who is playing better at the moment and who is playing with balls.

the most consistent is brazil then germany italy france argentina uruguay and a few teams won the world cup once . i would say brazil are the best they produce the best naturally talented players in the world .

because they r under the embargoes but they did not give up and they are trying to make some abroad connections how ever they cannot succed to become a member of FIFA, they are the member of Non Board and last year they WON FIFI Cup 2006 at germany.They demand equal rights with greek cypriots.... but
they are still EMBARGOED!!
the members of the Non Board are the countries that not recognized by the UN member coutries and they are minority in the society. this countries are Tibet,ZanZibar, Greenland,Tataristan, Crimea,St.Pauli etc..

You're never going to get a straight answer to this because it is all down to opinion. The answers will be as varied as the people that respond.
FIFA (The World Governing Body) have a ranking system, which despite being full of contradictions, give a reasonalbe guide to how countries are doing. A useful part of their website is where you can compare countries and their form.

There´s no 'best one´, every country has a different style of play and there´s no style that is more effective than the other it has been proven in the world cup. There are many best ones, and these are the ones that not only win international titles but also produce quality of players in all categories.
