Does anyone know where I could find a dress or a pattern so I could make or buy a dress similar to the blue puffy dress Glinda wears when she sings "No One Mourns The Wicked" in the musical wicked?

My advice is to look in thrift stores or ask your family if they have any bridesmaid dresses from the 1980's. One of those with sequins and glitter added would work perfectly.
You might also check ebay... you could probably get one pretty cheap there.

Someone got a dress that looked like this at a thrift store:
