I've heard from several people that it's Utah, but I'm sure it varies wildly depending on what you're basing it off of (arrests, reperted use, etc...)

I read that it was in a small Mid-West town, because of the corn grown and the Anhydrous Ammonia that can be stolen from these maize farms from the portable tankers.
