Mistress is right. Try making a large red or pink heart to use as the divider and use a clip on the end of the 'line' to attach the prize. it will hold better than a magnet. Just make sure you have someone watching the person attaching the prize so you can tell the toddler when to stop 'fishing'. We did basically that same idea when I was younger at Church festivals.
Have a fun party!

I was thinking that if you take a kids' plastic swimming pool, put pretty bags with valentines' inside the pool, then have a piece of thin rope, yarn, fishing line with a piece of masking tape attached to the end. When they swing the string or whatever, that tape attaches to a bag, they can pull it up and that will be their prize!

Use a clothes pin instead of magnets. Have them "fish" over a divider that's too tall for them to see over. Have someone back there clipping prizes to the clothes pins. They did that game at my elem. school all the time.

yes for children you can get womething like a small toys, funny notes, muppets anything that should be creative would be great for children do not use anything that have to do with money and gold because that will make it so boring for them it is more exciting to come up with something very creative, small toys and funny notes.
