Are you talking about Teddy Roosevelt or FDR?
The League of Nations came about during Wilson's presidency.
TR increased the national lands, particulaly the national park system.
The amendment that allowed women to vote came about in 1920. I know it was after T. Roosevelt and before FDR.

Three of the answers are counterfactual, so only the one that is true can be a valid answer, unless the question is phrased differently than you've posted. For instance, an "if true" clause in the question could open this up to be a question of synthesis or even evaluation, higher-order thinking.

If it's worded this way, however, only a true and accurate statement (B) can be the right answer.

TR was the first American to win the Nobel Peace Prize, but he did not create the League of Nations. (Eliminate A)

When TR was Vice-President for Bryan, the US aquired the Philippines. When he was President, the United States admitted Oklahoma as a state. This is not the sort of territorial acquisition that the question probably implies. Option C is not counterfactual, but a distortion or misrepresentation. (Eliminate C)

Women won the right to vote after the 19th Amendment in 1920, eleven years after the end of TR's presidency. (Eliminate D)

b - Because national lands were preserved and several international disputes mediated peacefully made Roosevelt successful.

This is a positive view of him and his leadership skills.
