Does the Senate Resolution 98 vote of 95-0 on July 25, 1997 warning the President (not to mention Al G.) that the Kyoto Protocol was DOA if they sent it up to the Hill portend little to no meaningful legislation regarding global warming coming from this group of Democrats controlling Congress?

Of course, Bill and Al went ahead and signed the Protocol anyway as their environmental allies cheered and their union and business allies exploded in rage. Knowing they weren't going to be submitting the Protocol to the Senate for ratification made that gesture good politics even if it was meaningless policy.

So, the question really is this: Since Al Gore seems to have convinced a good deal of the American public that serious consequences due to global warming are not too far away, and Democrats enjoy pandering to their political base as much as do Republicans, why will they NOT be submitting significant and meaningful legislation to do something about the problem?

I think you will see some good legislation on the environment. But you raise a good point--the Democrats are going to take this slowly. for one simple reason--there are far too many special interests (read campaign contributors and lobbists) who stand to lose if we get serious about alternative energy. Quite aside from the global warming issue--they are running scared. There's too much new technology out there and it can (or soon will) outperform traditional energy producers. Global warming or no--the days of oil and coal are numbered--environmental legislation will only speed things up.

But--to focus on your question--Democrats who are serious about environmental issues are going to face a lot of resistance from a lot of players with a lot of power. That limits what they will be able to do.

They are not going to do anything about it because they know that there is no actual problem. Global Warming is not a threat, at least not one that will affect anyone in the next 500 years. A lot of the changing climate has to do with the natural aging of the sun, and our orbit. It has nothing to do with polution. I'm not advocating polution, I'm just saying that it isn't affecting the enviroment as much as Al Gore has interpreted the facts to say it is. Do some research people.

Congress is not pushing legislation concerning 'global warming' because, for a change, they have a clue. They know, just like I know, that 'global warming' is a myth perpetuated by the 'I'm afraid of everything' crowd.
Not so very long ago, the same people who are ranting about 'global warming' were having the same fit over 'global cooling' and warning us about the impending 'ice age'.

Global warming does not exist as it has been presented to the public. Earth's temperature cycles around the freezing point of water and earth currently seems to be in an upswing of the cycle.
Just wait a few years and it will swing the other way.

I object to the premise of your question that Global Warming is only a concern of the democratic base. If that's the case, the American people are pretty stupid.

As far as I know, the congress with be working hard to institute tougher auto gas standards, and alternative energy initiatives. This is basically trying to tackle global warming it seems.

Because they all know that global warming is a joke and there is nothing humans can do about it. Plus, they'll have to get 60 votes to get anything passed, and they don't have a chance in hell of getting that many.
