the proper way is to scrape, sand, primer, then paint. there are many types of tools to help with any of these steps, get the ones that you need. to do anything less will result in you just wasting your time since the paint job won't last. prep work is 90% of any good paint job. and probably why the paint is failing now.

Pressure washing is good but stay away from your windows!

They sell a paint removal gun that is like a high temp hairdryer. Near the windows, use this blower to loosen the paint and it will make scraping so much easier. Call your local paint store for details.

if you are not going to spend time on a project and make lots of shortcuts then its gonna suck. to make scraping easier Kleen-Strip makes a very powerful stripper (i think it comes in a red tin). it is toxic but the non toxic stuff is not as good. pressure washing is not good because it can get behind the wood and trust me, YOU DO NOT WANT THAT. sand blasting could work but you need expensive equipment and the know how to do it safely. if you do not want to do it right then hire someone because a crappy paint job looks, well, crappy.

ORBITAL SANDER, if you don't do it right your only gonna make it worse by adding more paint to remove next year cause it might hang on your home that long!
