The best way to learn animal language is to decide which animal you want to learn the language of. Buy a book specifically on that particular animal's behavior. As you read your book, observe all the animals in that particular species. Compare it with what the book is saying.

Depends on what you mean by language. You're obviously not going to be able to discuss football or politics with an animal, but many critters do have definite ways of communicating their needs and basic emotions. It really depends on the species, as to what specific postures, gestures, and noises mean.

It comes to body language and when they meow or bark or squeak in response to an action.

When we understand how their body language is working it can help in knowing when they are hungry, need to go to the bathroom or are upset.

well sometimes i can read body language or eyes but i doubt anyone can actually talk and understand everything animals say

Pets don't speak not because they are stupid, but they are smart enough not to.

It really depends on the pet. When my dog has to go to go outside she scratches the door and whines. Also it depends on the way you understand what they are trying to say. Like if your cat (if you have one) suddenly scratches you, if you where petting the cat's stomache you would know not to do that again.
