incase it matters, i have a 22 gal. tank.

Nope, the neon tetras probably won't pay much attention to the betta, and vica verso. It's perfectly fine to put them together in a 22 gallon tank.

It is possible but very unlikely. In fact, small tetras like neons are one of your better choices in tankmates for a betta. Your best bet would be just to ensure that you have a good-sized school of neons (6 or more, preferably 10 or more) so that they don't feel the need show aggression or to hide, which is far more likely for neons.

It's possible they may fin nip the betta, but that's rare if they are in a school of 4+. Neons are a little small and a betta might consider them food. That said a healthy neon can out swim a betta all day long.

I think the betta is more aggressive than the tetra is.

no i doubt it b/c i don't think neons even have it in their nature to acttack fish only tiny bugs, or shrimp.
