The glass cleaner i used just kinda smeared it, it's like a frosty color, will that be why?

Use makeup remover or olive oil. Vaseline might work, and vinegar cleans just about anything.

You could also use Coca-Cola. The phosphoric acid in the soda will eat away at the grease and oil, and as a bonus it does a hell of a job getting the really grimy road grime off of your windshield. I just pour a 1 L bottle over my entire windshield and then scrub with a rag or no-scratch sponge.

Baby oil ,then windex. Baby oil will take any make up off.
