I have a Samsung A640 phone from Qwest. Can I switch it to Sprint?

No. Sprint will only activate Sprint phones. Their system will not recognize a foreign ESN so you'll have to get a Sprint phone to switch to them. If it's unlocked, you could take it to Verizon, probably.
