Jeffrey Combs
"Of particular note to Star Trek fans is Weyoun,a Vorta, played by Jeffrey Combs (of Re-Animator fame), who made his Star Trek debut on DS9. Combs has stated that he had auditioned for the role of William T. Riker on Star Trek: The Next Generation, but when Jonathan Frakes (who won the part) later directed the DS9 episode "Meridian", he recommended Combs for a part.[6] Combs would go on to appear in thirty-one episodes of DS9, playing four distinct characters—five, if one counts the "mirror universe" version of Brunt. In "The Dogs of War", he also became one of the few Star Trek actors to play two distinct roles (Brunt and Weyoun) in a single episode. He later played a prominent role as Shran on Star Trek: Enterprise."
"His favorite and largest role to date has been the multi-episode, multi-season Vorta clone Weyoun on Star Trek: Deep Space Nine. On the same series, he had a recurring role as the Ferengi Brunt. During the DS9 episode "The Dogs of War", Combs made Trek history as the first guest actor to play two unrelated recurring roles in the same episode.
On Star Trek: Enterprise Combs had a very popular recurring role as Shran, an Andorian military officer (Enterprise producer Manny Coto once mentioned in an interview that he hoped to make Shran and Combs a regular on the show, had the series been renewed for a fifth season). In addition Combs made some non-recurring appearances, including Mulcahey[1] and Tiron on Star Trek: Deep Space Nine, Penk on Star Trek: Voyager, and the Ferengi Krem in Star Trek: Enterprise."

That would most likely be Majel Barrett-Roddenberry. Not only did she play Christine Chappel in the first series (as well as number 1 in the original pilot), she played Luwaxana Troi, mother to counselor Deanna Troi in both Next Generation AND on Deep Space Nine, PLUS she was the voice of the computer on Next Generation, Deep Space Nine AND on Voyager.

Majel Barrett-Roddenberry is clearly the one who was on the most episodes in one way or another. Heck, she was probably on more shows than any of the stars of any of the series. Of course when you are the wife of the creator you get some perks.
