Can people who are speaking in public, loudly on cell phones expect privacy?

Does it seem like they are almost begging for attention?

They are, what they are saying is "look at me I am important, I have to shout down the phone to make myself understood", these morons should have their phones removed from them and the phones destroyed by stamping them into little pieces and then making the fools eat the remains, these people make me sick shouting down these devices.

They can't expect privacy. Think when cell phones were first out it was for attention. But now i think people just don't care.
