Africa, hands down. Here is a continent rich in natural resources that still has vast areas where ppl live just like they did in the 1700s. Corrupt governments, slavery, genocide, tribal warfare, you name it. Nothing has changed.

In pure terms of economic progress, its Africa of course. Most of the continent is still in the dark ages- except now with AK-47s instead of spears.
From an ecological perspective, the continent that is creating the biggest mess has to be North America. We in the US spew more crap into the environment than 3/4 of the world combined- excepting China.
