I think you may have put the shoe on the wrong foot.
Maybe the reason they ARE red states is that 63 to 70% of welfare cases are in those states and they want to do something about it.
Not the other was around.

Its no secret that a majority of the blue states fund the red states social welfare programs (google it if you don't believe me), but this is faulty logic.
Really if you look at the big picture, the states are red not because they are ignorant, but likely because they see alot more cases of social welfare, so they mistakenly think that it is creating a burden on their own (states) resources...thus the tendency to vote for traditional fiscal conservatives.

As a sidebar to your question, it is important to note that the only "blue" areas of the map are those in and around urban areas. Even the people in the suburbs and rural areas of "blue" states tend to vote republican. Check out the county breakdown for 2004.

It seems to me that welfare should not have a 7 percentage point range. It is a program with set parameters. Getting an accurate count on the number of people who receive it should not be off by that much.
Consider the possibility that one or all of you sources is wrong.

lower class, less educated people......the same people are easily manipulated into voting for politicians that will only screw them
p.s. people need to remember that the majority of people on welfare are white...I don't know why so many people act like it's only minorities that are on it
