i understand that you cannot refuse service based on colour race gender etc etc. do they have the right to refuse based on other criteria where can i get more info on the right to refuse service.

is it the same as the manager of a resturant refusing serivce to the patron ?

Yes, most cab drivers will refuse service if it's close to shift change, for example. A lot of cab drivers in NYC will not take on a fare if shift change is within a short time, because they get fined heavily if they don't return the cab on time. Also cab drivers will refuse to take fares that are out of city or state limits. For example, many NYC cab drivers will not take passengers to Hoboken, NJ which is only 5 minutes away from Manhattan.
