The best would be Adobe Photoshop or Paint Shop Pro. The free alternative would be GIMP. Sadly, not many people know how to use them. If you are keen, there are a lot of tutorials and inspirations online.

If you can get hold of the trial version of Photoshop CS2 it's just a case of opening the image up and then going to Filters>Artistic and then seeing which one you like and it should do it but under the filters tab there is loads of options that you can experiment with.

yeah, adobe photoshop. it's a really really really expensive program unless you buy an older copy.
(or unless you look on limewire or another p2p network.)
i'd go with one of the latest: photoshop cs
