From the ones you listed Samsung is the manufacturer with the best performing high-end series at 19". Samsung also manufactures decent low and mid-level, cheaper displays at that size for office/casual use. Also note that of all the manufacturers you listed only Samsung {Electronics,SDI} and LG.Philips LCD manufacture their own panels. The others are just OEMs.
In the unlikely event that you are aiming at the ultra-high end you should also consider: Eizo/Nanao ColorEdge CG19 or the cheaper Eizo/Nanao FlexScan S19xx series or LaCie 319 LCD Monitor. Note that these are 12bit panels, highly colour accurate and very costly.
