The ideal, as with all meteorological instruments is to have the instrument at least ten times the height of an object away from the object so if you have a 4m tree you should be 40m from it. This is very often impractical but you should try to site the instrument at least three times the height away so 12m from a 4m tree etc.
The raingauge should be on the ground, not stuck on a fencepost and the top should be level. Round gauges are better than wedge shaped gauges and the largerthe diameter of the gauge, the more accurate it will be. The standard raingauge is 203mm in diameter (it used to be 8").

Well, besides some of the obvious answers you've received above, I would say the most serious consideration given to the placing of a rain gauge is to make sure it is not in the shadow of any near by trees. By that I mean you do not want any trees to prevent precipitation from reaching the guage. I hope this is of help. Good question.

never place a rain gauge under a over hang such as a roof or under trees it should be placed in the open and not so high that you cannot read it properly. Place it in a protective area so that it cannot be tampered with, a fenced in area.

Dump whatever water in it frequently EVERY 24 hours, and just watch the rain add up. Also, place it in an area awayt from trees and bushes. Put it in a spot in your yard where it can get direct raindrops straight from the sky, and chances are you will have accurate measurements.

Read instruction book! If all fails make sure it is actually raining or is not always getting wet, as said before do not be the idiot with it in a sprinkler!

install it in open space with no cover of trees,buildings.etc
elevation should be much above the ground
Buy a rain gauge which is calibrated with SI units
