Make what tax free? People who are paid in cash, under the counter? If you mean people who live on minimum wage, they tend to pay little or no taxes anyway. If you survive on minimum wage, it is probably at a level of function that does not raise to the level of paying taxes. You deduct the number of people you are caring for, you end up with a refund.
I cannot imagine surviving at a higher level than that on minimum wage unless you are in a family with several wage earners. If so, then your money is probably not for essentials anyway, but only for luxuries. Huge numbers of teenagers work part-time at or near minimum wage, but their money is not for survival, it's for DVDs and iPods.
By the way, what is really unfair is sales taxes. The millionaire and the poor starving artist pay exactly the same amount of tax on the same object. Only the fact that the millionaire probably buys more things has him paying more sales tax in actual dollar amount, but it's radically different to compare them as a percentage of his income. A poor person buys mostly consumer goods aside from rent, and sales tax is a very much larger portion of his assets.
Since it is not really practical to scale such taxes as sales tax, let's forget the whole idea and come up with a new scheme to finance the federal and state governments. It would be hard to imagine a worse system than the one we have . . . but then I don't want to tempt fate or Congress!
