Unless Warren Buffet is planning on running as an independent it doesn't really matter if a 3rd party candidate runs or not. Even as bad as the choices are for President from the GOP and the Democrats a 3rd party candidate doesn have a chance.

A number of people in some of the larger "3rd parties" (such as the Libertarians and the Constitution Parties) have declared their candidacy, and I'm sure they are quite serious about their candidacies (see link below).
If by "serious", you mean "getting strong national press", then no. New York Mayor Michael Bloomberg has made a few hints that he'd consider mounting an independent bid but hasn't announced anything officially.

Nope, and there won't be in the near future.
No current third party will ever have the power to have a real serious contender. The only time this will happen is when large blocs of the current parties split off. Sorry.
