Are you using anything like Stresscoat? If so, that stuff adds an artificial coating (like plastic) to the water and it remains on the sides of the bowl even if you rinse the bowl. Over time, layer of the stuff will create a white "bathtub ring" on the bowl and pieces of it will be floating in the water (like those snow scene shake'em'up glass balls). If your fish isn't sick, it doesn't need additional stress coating so don't use the stuff (there are other products like Prime to dechlorinate water if that's all you want to do).

You don;t really give a whole lot to go on and several different causes for that come to mind. The good news is most of the causes aren't major problems and can be handled with good water management.
A small bowl with a betta should be cleaned completely every 2-3 days as it will not support a proper nitrogen cycle and will dirty up very quickly. Here's a good way to handle the situation:
Get a second bowl just like the one you have now. At night, fill the new bowl with water and place it next to the bowl with your fish. Allow it to just sit there for at least 12 hours then use a net to move the fish from his old bowl to the new one. Clean out the old bowl very well with hot water ( no soap of any kind!) and a little salt, dry it and store it until the next change and repeat the process using the old bowl as the new one. I have used this system after learning it from another betta breeder to maintain over 500 bettas at one time during the show season and have never lost a fish due to water changes. Of course, with that many I used an old dishwasher to clean the bowls again no soap of course. Many serious competative betta breeders use the same or similar systems.

They're like little cottony balls, right? Those are just pieces of uneaten food or poop that has gotten moldy, so you should cut back on feeding. Only feed him what he can eat in 30 seconds, twice a day, and remove uneaten food.
I don't know what your current cleaning schedule is, but if he's in a bowl, you should be cleaning the tank daily. Get a turkey baster and every day, remove 50% of the water along with uneaten food and poop and refill with dechlorinated water. It'll onlu take 3-4 minutes and your betta will be way happier as a result.

bettas can be kept in tanks as small as 2 gallons but thrive in bigger ones. with no filter or heater algea will arise often which means more cleaning i suggest you get a bigger tank not bowl and add a filter heater and light in it. keep the temp between 70-85 as bettas like it. ive never heard of white spots on a tank. but then again i dont know much about bowls. theres green, brown and black algea but white i dont know. just move the lil guy to a 5 gallon tank with filter and i think hed be best off. theyre about 30 bucks at walmart for a 5 gallon deluxe kit, deluxe means it comes with a light hood, and filter you may need to buy a small heater yourself for around 10 dollars.

If they cling to the scales of the fish, it is ich. If it is not affecting the fish sounds as if your water is very high in minerals. Try some drinking water from a jug (cheap at the grocery store) if that is the case.

they are his crap, and/or food that was not eaten.
thats why you have to clean them so often, their toilets don't flush very well, it just floods the place.
