On any beach within New York State (unless there's a local ordinance to the contrary). It's legal for girls to be topless anyplace a guy can be in NY State.
Also, there are many nude beaches in the US, where being topless or totally naked is legal. Do a check of Nude Beaches in the U.S. or similar phrases and you'll get the information you want.
Also, if you type in Topfree in your browser you'll end up at a website that's all about legal topfreedom all over the world, much of it here in the US. Also, at that site on the What's New page, you can click to a website that's got tons of forums (and they're really, really good!) about places to be topfree in the US.
I live in NY and got to Lighthouse Beach, an awesome nude beach here on Long Island, so I'm pretty familiar with topless and nude sunbathing. It's awesome!

There is a clothing optional part of the beach at Sandy Hook, NJ (at least there was 5 years ago).
There is no (or was no) federal law against nude bathing.
I looked it up and there still isn't any regulation. I got the below quote from a website:
