Lots of girls this age like beading. Just go to your local bead store and get a colourful selection of small beads, some stretching thread (made just for beading) and wire bead needles, one for each girl. This is a nice craft 'cause you can make something really quick - 5 minutes for a ring - you get to wear your craft, and everyone can make something unique and really pretty, also you can trade and share items. I did this for a camp craft group and spent about $25, and I had enough for 15 ladies to make dozens of thing over the course of a week.
Something that is a little different and really pretty is the "barefoot flip flop sandle" where you make an anklet and then a line of bead down the top of the foot attached to a ring which goes around the second toe. If you use the stretchy thread these go on easy and look really pretty in the summer.

My daughter is turning 3 in less then a month and she is really into the little Disney princesses. they are small and come in a pack of like 6-8 for 9.99 at target. She loves them we put them in a baggie and she takes them with her everywhere. We also just got her some bath crayons where she can draw and color the walls while she is in the bath and she loved that too. She is also into books. I got her some little washable markers and blank paper so she can "write" like her brother. We have gotten her the big Dora dolls, but she never really plays with them. That makes me crazy to spend money on things you think they will like and then they just pile up. At this age, they don't care about the packaging, so I suggest hit some garage sales or used toy places you can buy more choices and not worry so much on money. Good luck and have fun!

If they are girls, they'd probably like to make cloth covered books for journaling or poems. All you need is fabric 12 X 16 inches, two pieces of cardboard, one sheet of cardstock, and about 5-6 sheets of regular copying paper. Try the following things: Painting,Paper cutting, drawing, bead making ( make some friendship brackets out beads, or a beaded neck less) Scrapbooking,card making, cookie making have a adult to help you with this.
