If you want to physically clean the thing...

Here's how I've done it...

Unplug it from the power source. Use mild detergent (like for handwashing cups and saucers), and wash it with a soft cloth.

If you are cleaning a keyboard, get cotton swabs (Q-tips) to clean between the keys. But if you intend to do a thorough job, consider just getting a new keyboard ($15 to $30) instead. That may be economically more attractive than using your time.

If you are cleaning internal parts, like memory or motherboard, use a static electricity gadget to attach your body to the metal chassis of the machine, or keep a finger touching the metal at all times while the cover is off the box. This prevents a spark from frying a part. To clean the dust from the interior, get a vacuum cleaner with a plastic attachment, or use an ostrich-feather duster (get a duster at a hardware store).

Sometimes tough goop or adhesive will need a solvent. Lighter fluid usually works quite well.

After you clean it, wait for 6 or 8 hours (or longer) for it to dry. Then plug in the parts and boot up.

Electronic parts aren't harmed by water, per se, as long as you don't try to run electricity through them while they are wet.

I find using "windows live one care" once a month cleans your computer up.It cleans reg. keys, defrags, scans for spy ware etc. It might take about a couple of hours the first time but it does the job.Just put a search in for it.

Mine's pretty clean ... well, the monitor is. My pet dog has been licking it, in an attempt to catch the cursor. It does look a bit smudged though.
