based on the information you have:
(220-age = maximum heart rate) x 0.65 to (220-age = maximum heart rate) x 0.85

(220-40 = 180) x 0.65 to (220-40 = 180) x 0.85

THR = 117 to 153
so the answer would be (E)

but the most accurate way to calculate THR is using the Karvonen formula which is:
{[(220-age) - (resting heart rate)] * 0.65} + (resting heart rate) (for low end) to {[(220-age) - (resting heart rate)] * 0.85} + (resting heart rate)

or in other words:
if the person is 20 and has a resting heart rate of 60 then:

220-20 = 200 220-20 = 200
200-60 = 140 200-60 = 140
140*0.65 = 91 140*0.85 = 119
91+ 60 = 151 (low end) 119 + 60 = 179 (high end)
the reason this is more accurate is because the stronger your heart is the less it has to beat to circulate the blood through you're body. if your resting heart rate is higher then you're going to have to work harder to actually get the benefits you're looking for because you're heart has to work harder to get the blood to pump. by adding back the resting heart rate you get a more accurate measure to determine the fat burning area of exercise (which by the way is the THR).

E the target heart rate for someone 40 depends it can be anywhere between 72-90 depending on how active you are..
