The thing about protecting the world for the children is because adults have it in their power to prevent problems from getting worse in the world, and many people believe the children who will be tomorrow's adults don't deserve to inherit disasters previous generations created.
Corny as it is, the song, "Bless the Beasts and the Children" has a line, "for in this world they have no voice; they have no choice" - and so if people feel there is a need to watch out for the interests of children that line kind of explains it.
Finally, the reality is that for the few children who get a break or for those comparatively few instances in which children are given special consideration, an awfully vast number of children in this world (and in the U.S. and other developed countries) live without being respected, valued, or treat well by the world. In fact, even when kind and decent people mean well they often lack understanding of children to the point where, even in good circumstances, children are misunderstood and underestimated.
Trust me - there are far few children being given "special treatment" than you may believe, and if some people would like to leave a better world to the children I guess they are thinking about anyone who isn't yet grown up - which could be between the ages of 18 and 21 or so. (Have no fear - teenagers are counted among those as needing "special treatment" .)

When they become teenagers because most become so obnoxious that no one cares to do them any favors.
It's also when you're old enough to start being responsible for your decisions. A five-year-old knows right from wrong, but they don't really understand the consequences of their actions. They know they'll get in trouble for touching the nobs on the stove, but they don't know why it's so dangerous.
That's why children get special treatment. However, in America we do coddle them too much.

Some of them never stop getting special treatment. You have some parents out here that will spoil their children all the way to their graves honey! Meaning either to the Mama's or Daddy's grave or the child's. Which ever one dies 1st! I'm spoiled rotten! But my parents didn't spoil me. All the men that I've dated or married spoiled me because I wasn't haven't it any other way. I feel like if I have to do you a favor, hell you have to do one for me as well. My new man, he caught on quick. I'm not haven't it! And trust me, if they don't spoil me, I will spoil myself! So there are many ways of getting special treatment. I like mines the best! LOL! :~)

When they are old enough to talk back.
And it's getting younger and younger.
The police told my dasd that the child abuse laws stop when the child is old enough to fight back. We found that out after my @ss hole of a brother tried attacking my mom.
