Sense there are cities with populations less than the number of US soldiers in Iraq you are correct that a US citizen chosen at random is more likely to be in Iraq than in a particular small city.

That has nothing to do with crime though.

Part of this is medical availability. In the States is you get shot your HMO is in charge of what treatment you might get
