How does one elaborate on a simple concept? I haven't worked with my committee yet, but I feel like my paper may be too simple.

Look at your requirements - how long does your thesis need to be? Do you believe that it will take that many pages to examine this issue? If you could do it in 20 pages, its too simple. If you'll be bored by the time you've written 20 pages, its the wrong topic, period.
Is there some way to compare this to something else? Before and after the tax? A jurisdiction that doesn't have the tax? Another level of effect beyond the statistics that you already plan to examine? Not my field (clearly) but there is probably another dimension to this that you could examine. Good Luck!

If you think that it might not be complicated enough, it just might not be. If a memebr of your committee were to challenge you on the scope of your thesis, try to imagine how you would defend it. If you can't come up with an idea, it may be too general.
I went through this with my thesis as well. Try to find analogous taxes or additional business statistics to work into the study. Perhaps you could go further and see how the business statistics affect the performance of the sector or the ecomomy of as a whole.
