You can sand it down or use liquid sand like Paseo first to remove any varnish or protective coating. You want to get rid of the shine so that the paint has something to hold onto. If it doesn't already have a finish or a seal, you will need to prime the wood with something like Zinser or Bin to accomplish the same thing. Don't forget to remove any hardware before you start the project. Then apply two coats of paint (latex is an easier clean up) and seal it with a non-yellowing polyurethane.

Remove hardware, then you can lightly sand with 150 gritt sandpaper or a liquid deglosser like wil-bond if it has a finish on it, use tack cloth to remove any dust if sanding and apply a good quick dry primer like cover stain which is Zinsser product and be tinted to your desired finish color. Next step will be your call, you can go oil or acrylic, for the maximum durability and great looking finish without the brush marks I'd go with the oil and I too have over 30 yrs in the paint business, do the actual work.

I would take off the hardware, then sand all the surfaces, then prime the dresser, then paint it the desired color

if it is stripped, you just go ahead and paint. if it is covered with shellac or varnish or paint, you will need to strip it. ask at the paint store/Home Depot/paint dept in the hardware store. the people in those departments have lots of training under their belts. Home Depot and other places offer mini-seminars in all kinds of things! Have fun!

i would remove the hardware first, then sand it , be sure to wipe the dust off after sanding and then paint whatever color you prefer
they also have colored stain now which looks pretty cool
