You are absolutely right!!!! Not only do wars on abstract concepts like poverty and terrorism always fail, but wars on societal problems, like drugs, are failures, too. These are not "enemies" to be engaged. They are concepts to be understood and problems to try and resolve. They are not, and cannot be, military objectives.

George W is fighting a crusade.
He can't win, because every country on the planet has at least one concept/belief/custom that is abhorrent to him.

The war to end all wars, was fought in 1914-18. The hundred years war lasted .......
George may just be going for a record.

There will always be a 'good' reason for the US to go to war.

And if it doesn't exist, they'll make it up.

The US, as any other empire, runs on blood, mostly innocent blood.
