Does anyone know a skin or something?
I found a skin somewhere but it has .wba extension which I don't have a clue what it is (neither my PC does!).
Is there a manual way to do that?

The .wba extension is probably used by WindowBlinds, http://www.stardock.com/products/windowblinds/

Windows Blinds is a program that allows skinning of windows. There may be a windows 3.11 skin available, if not you could make your own. Also searching for a windows 3.11 Shell for windows xp might give you some results.

Take a sledge hammer and slam it into your monitor... your Windows should now look exactly like Windows 3.1.1

You can only emulate win95/NT by choosing 'Classic View'.
Right click on your task bar - Choose Properties- Choose Start menu - Choose Classic View

WOW you are going way back. But any way I found a link to a xp theme that may do it but buyer beware.
