I think this is a great question! I have often wondered why at the current age limit, kids are allowed to drop out of school. I don't think there is a 16yr old or even 18yr able to make that life long decision. That age bracket lives for the here and now. The majority are instant gratification seekers. Most don't have a "passion" for any one thing. The drop outs seem to be the ones that can't handle challenges. They give up rather than fight, or learn. To answer your question: I think drivers licenses should have a stipulation that you are privileged to keep it as long as you graduate from school. If you drop out it gets taken away until you either finish school (12th grade) or you show proof of acquiring a GED (General Education Diploma) that says you have satisfied the requirements of high school. The reason I feel this would work is because EVERY teen waits for the day of "independence" that all important age of "freedom" - The age at which you can get some "wheels"!

I would actually do the opposite - allow any kid to drop out. They would end up doing the jobs many illegal immigrants are doing, because they would have no skills, and would have little education about the law or society. It was a mistake to assume that all children should be educated. Once they turn 12, I'd let them drop out completely, but they would be required to get a job and earn enough to keep themselves.

it pains me to read this question. i hope you are asking this for a school project or something. but if by chance you look down upon people who dropped out of school because they dont fit into the regular mold of regular people, well, it just sickens me. i dropped out of school, got my GED 3 months after and ive never been happier. please dont judge.
i apologies if you are asking this for an assignment. in that case - if its prohibited, put the kid back in school. thats the worse punishment you can give a person in that circumstance
