Good question. On one hand, you have to consider people who put others through hazing/ragging as mentally sick - no sane person would really want to hurt an innocent newcomer; but on the other hand, I think they are stupid and petty, not to mention somewhat cruel.

By today's society's standards, I would say they are not mentally sick, but they are thoughtless, bratty kids who think it's fun to watch others suffer.

These people are very clever when there personal interest is involved. I think they are habitual in their habit and are selfish, cruel not caring for the feelings of others. Better to keep away and ignore their remarks.
