He really may not be able to put it into words. My husband tells me that he loves me TOO much and when I ask him to break that down and tell me how he feels all he can say is "I have too much love and emotion to put into words" and I think that is his way of telling me that he just can't describe it in words to me.

Women also tend to want men to express thier feelings in the same way that women do.

If it takes 9 years for someone to figure out how to tell you what they feel for you...it's time to move on. Ask him straight up....if he loves you...does he intend on marrying you...anything you really want to know. I would hate to have 9 years of my life wasted on not knowing.
