well that depends - either a great deal or not much.
most sellers on ebay are associated with paypal, if they are, that's the best way to file a comlaint against someone.
i purchased something on ebay from a guy who ended up being a phoney and con artist.
i complained and complained to ebay who offered me a very small percentage of the sale price.
then i learned that this guy had a paypal account (which i knew anyway, as i had paid him through paypal).
within an hour of placeing a greivance with paypal against this guy he sent me my money back.
if possible, don't waste your time complaining to ebay - go to paypal instead - paypal complaints have real traction...

The fact that they are minors is an issue for law enforcement or the sites whom they may have misrepresented their age to.
But a scam is a scam is a scam. You as the victim need to treat the situation the same as any other. . .file the necessary complaints with eBay, PayPal and/or local law enforcement as the victim of a scam. The perp's age is not your issue. You were scammed.
For example, if a 13 year old breaks into my house, I report a break-in to the cops. The only thing the fact that the burgler was 13 changes is what court has jurisdiction, not how or what I report to the cops.
Best of luck to you!!!
