From MSN Encarta:

de·cid·er [ di sdər ] (plural de·cid·ers)
noun

Definition:
something that brings definite result: something that settles the outcome of a contest or argument, especially, in sports, a final scoring play or a game played to determine the ultimate winner.

Taken in context, he used it as a noun to refer to himself, making it correct.

Instead of being literally about everything why dont you just understand the point he is trying to make...

I do, however, think he is trying to use words like "decider" to sound more presidential.. you know.. like Kennedy .. "Ask not what your country can do for you, but what you can do for your country!"
Good presidents always have their little sentences that are remembered later on in the future...I just think Bush is bad at them lol, he tries tho.. ill give him credit on that... i think its kinda nerdy tho lol.. Bush focus on your plan for Iraq, and less on your little cute phrases for people to remember you by. =x
