You could explore this from a few different areas -
What was wrong about slavery?
What did it feel like to be a slave?
What did people of the day feel about slavery?
I would not suggest doing all three in one speech, as any one of them should have more than enough material for a 3-5 minute speech.
For me, the most interesting speech would be the second one. Find first-hand accounts of the passage in a slave ship; what it was like to be bought and sold; what it was like to be in forced servitude; what it was like to have no rights. Some of these, and other ideas, can be your main points.

You need to start with some research (google or some other search engine). Research a little on how it was before this amendment was ratified and then the results of how things were AFTER it was ratified. If you can find specific (human) examples of how this was applied, it makes the essay or speech come alive. After the research, 1. Tell your audience or reader what you are going to say or write, 2. Say it or write it, with your examples; 3. Summarize what you said or wrote. That will take more than the time allowed, probably, so you may have to trim it a little.

Well,.. if it was me,. in my true style,. I would write an essay about how we should bring it back, and how the 19th amendment was terrible,..
You could suggest that it was a big economic advantage that the US lost out on, and was weakened because of it or something like that... people will be too busy being pissed off to give a logical counterarguement, they will just yell at you in blind rage.
Obviously thats not the way I feel, but I would do it to stir up mega controversy and to be original... plus then you'll know who the true racists are in your class, as they will be all smiles and invite you to secret cross burnings after school...
