Yes, to a limited extent. For years we've known that a solution of silver-iodine sprayed into clouds will cause them to release rain, however at the cost of less rain somewhere else. Any effort to alter weather in one area is going to affect weather in the surrounding region, and spread outward like ripples in a pond.
We,d all be much safer if noone ever even tried.

Yes it's feasible. Weather modifications will always lead to the most accurate weather forecast for your anxious viewers/listeners.

It's possible (cloud seeding has worked) but I think it's a stupid thing to do. Humans mess with the earth enough as it is, leave the poor weather alone.
I figure we'll try to modify something, upset the weather's systems, and end up severe weather we didn't expect.

you are talking about simulated in actuality. No. and thats final. only thing a human can help in producing, instead of reversing, it is to tear open the ozone layer, because of global warming.
