depends in what scheme.
in a 4-3 the Middle linebacker usually gets the most tackles, the outside linebackers are usually a close second. The Defensive Ends gets the most sacks. mostly the Right End...he rushes the QBs left side, which is the blind spot of the right handed QB. the Right End is faster, the Left End is stronger.
in a 3-4 scheme usually the Inside Linebackers (again) gets the most tackles. the Outside linebackers get the most sacks in this scheme because the OLBs flank the O line and rushes the passes almost directly, and the DEs clog holes, or takes on the blockers. instead of rushing the QB in this scheme.
the Middle Linebacker or the Inside linebacker gets the most tackles because he often is the one that stops the run, and he also is the one that makes the tackles if the pass is thrown down the middle.
but as zero_cool mentions, it depends on the talent of the players. some DEs can still generate a really good pass rush in a 3-4 scheme. some Outside linebackers has much more talent than the Middle Linebacker and he picks up more tackles than the MLB. so in the end it does matter on the talent of the player

Usually linebackers make the most tackles and a good defensive end will make the most sacks.

defensive ends usually get the sacks and linebackers get the tackles but it depends alot on the ability of the players. if a defensive tackle is awesome, he may get more tackles and the linebackers behind him less.
