One and only one reason, lack of bouncy and fast tracks. As such on flat slow pitches, fast bowlers are disheartened to bowl fast and concentrate on line and length only. Afterall everybody wants results.

Because of poor diet. Look at Pakistan the bowlers there consume animal protein (beef). Pacers need meat to give them power, sabji dal can only produce medium pace. So take promising youngsters 4/5 yrs old, send them to an academy and supply plenty animal protein (mutton/chicken etc.). Just watch the difference.

Cos we have no fire in our belly's and only aaloo paranthas instead. we spend more time in burning effigies of our cricket administrators and falling out with each other because our state player was not picked, than to work hard towards one goal, and that is to play for our country on merit. when politics can get you in the team then why work hard in the heat of the day. fast bowling is hard business and Indians don't like to spend the extra energy. sorry but even i like aaloo prantha and am a spinner.

They would be effective outside India.., if they play in India, even player like sreesanth would hit sixes against them..
