You can type Medi-Care into a search engine and it will lead you to the proper site. As far as welfare, contact the Dept. of Social Services and that will get you the info you requested. I hope this helps.

I had help from the good people at Scripps Encinitas. They have resources and phone numbers. I think that you will need to go to Oceanside for the welfare. Good luck.
