Well if you never met this girl and your meeting her for the first time you can approach her like this:
You: Hi My name is ________ and you seem like a very nice person I would like to meet. I know it may seem kinda weird me just randomly walking up to you and all but I just cant help but ask if you have a boyfriend and if you do that's great and if you don't that's even better. I really would like to get to know you better as friends, you remind me of someone that i knew before and was friends with for a while but I moved so we lost touch. So i was wondering would you be OK if we go out for dinner (pick a local restaurant that shes familiar with in the community) and then after a movie if you want, your choice. You don't have to think of it as a date but just as friends sort of thing. Its OK if you don't want to go and i can understand but just know that whenever you need someone to talk to ill always be there.

Try this that works all the time. My best guy friend used that on this random girl that he had a crush on but never talked to and it worked like a charm. They have been dating for 3 years. Chit-chat and get around to wondering what her favorite place to lunch might be...."MINE TOO!". Look, would you be willing to meet me there tomorrow? My treat? If she says yes...great! "Hi! How are you today?" If you don't know her name, tell her yours and ask her what hers is and you can from that point kind of be able to tell if she wants to continue the conversation if she smiles at you a lot & stuff. Just be casual and be yourself! Good luck! I'm sure you'll do just fine.

It depends on what the situations are. What types of places are you talking about? At work...at the club... You could just start by introducing yourself. It's just difficult to say since I don't know what setting we're talking about.
