hes not doin exercisess?

my hamster built his bed in the exercise wheel so he is not doin exercises why is that plus i think is because is winter and is too cold so they get lazy in the cold but he really need to do exercises .. i clean his wheel but there he comes again to build the bed in there

He is building his nest in there because it's cozy and he feels safe. In the wild, hamsters burrow into the ground to build their nests. They like the feeling being protected. Put one or two more huts/hiding places into his cage and take the nest out of the wheel and put it into the new hut. I'm sure he'll take right to it.
