If you have restarted everyting and also reconnected all the cables, call the ISP and ask them to do dignostics on the line. If the dignostics come out ad successful you might needs to replace one or more cables from the IPS's interchange to the port of you Laptop. First try to uninstall the Network card from the Device Manager and let Windows autodetect and reinstall it, if this goes through try wire replacement on all ables till you reach you wall. Then complain to ISP and they will have a look.

First thing is unplug your cable modem from the wall to reset it. after you unplug it from one computer to another. then restart your laptop. If this don't work then
Go into control panel then network connections find your either net connection and click repair connection. Btw what is the operating system.

I think all that's needed is to recycle the power to your modem. Unplug the power cord for about 30 seconds, then plug it back in.

unplug modem for 20 seconds and then turn it on again it should fix if not try going to :
Start
Run
CMD (hit enter)
In cmd (black window) type ipconfig /release then wait for all 0's then ipconfig /renew and wait for the dhcp to renew ip addy
also make sure your laptop is set to automatically obtain settings open web page then go to tools internet options then connections then LAN settings make sure automaticaly obtain settings is checked.

Im not sure but I just had that problem and I just pushed the wire back into the telephone socket and pushed all the others in hard and now its ok though a little slow.

have you checked its not a clash of I.Ps?
your pc will be different to your laptop,
Ive heard of this before, it should be simple to
remedy should be a case of going through the
process of startin a new conection from your laptop

try turning the network connections
on and off(disable+enable) in control panel
then enable and plug your laptop back in.
