Great poem. What she is saying is that we never know what we are capable of until we have to do something we thought was impossible and that we could all do much greater things if we were not so afraid of what might happen if we tried.

Till we are called to rise;
And then, if we are true to plan,
Our statures touch the skies.

Did not ourselves the cubits warp
For fear to be a king.
