yup just go to the neighborhood area and open up the cheat box (shift+c+ctrl)and type in :
boolprop testingcheatenabled true
AND move_objects on
then go into the house and you'll be able to move the bars up and down,it also works for relationship,interests,and need bars.
Note:cheat only works for the sims 2 original game.
if you need any more cheats just email me...or look in my answers.
i know alot of cheats that people here don't
