I'd avoid the labels, if she's truly talented they'll want to make sure they get her signed up to a deal where they get all the money. Do research on DIY, use the net, things like that to get her out there. The labels have been exploiting people off for years, and someone who's not experienced can easily be fooled into becoming the next victim when they flash a few large notes in front of them.

Well, I just want to share my personal experience. By the way, I have a double platinum record in Thailand. They have this saying going on in the music industry. "It's not what you know, It's who you know." You should ask your friends if they know someone in the music industry and probably someone who can give your sister a chance to prove herself. If you think like sending it to some companies it might end up stocked up in files to oblivion. Each company has different policies too. Sometimes, they don't want you to contact them but they will contact you. (Well, I know this cause I worked as a songwriter in Warner/Chappell Thailand.) I think the best thing is to do what you can for now and set up a ladder going to these companies by performing in public (think of it as sharing your talents.) Join a band and find some gigs in some of your local bars or restaurants. It's in these places that they have some scouts roaming around looking for new talents. And last but not the least, tell your sister that there is no substitute for doing your best. I don't really advocate in contests and labels aren't really that important. I wasn't a product of any. Just do what you love best, love God and love the people around you. Believe me...if it is meant to be then it will be.

It's a grind. At the record label, you have to find the address and name for the A&R (Artist and Repertoire) guy. It's that guy's job to seek out and develop new talent. But, he or she is getting flooded with material all the time. So, before you send it, it would be worthwhile to make sure that you do everything you can to catch the A&R person's attention immediately. Packaging, professional, front loaded with songs with hooks, etc.
There are other avenues. You work the local scene by performing, try to create a buzz. You go meet DJs and programming managers at influential radio stations and treat them just like A&R people.
Ditto for distributors. You have to work all parts of the supply chain. Good luck.

Go ahead and send it out to thousand of places, maybe ONE won't throw it in the trash.
If she is that good, get her singing locally in clubs, at fairs, print up flyers and get her known locally. Send in Cd's to your local radio stations, get word of mouth going. You start slowly and work you're way up. There are very few overnight sensations in this business. In the mean time I hope she is taking voice lessons. And gets some feedback from someone besides family and friends who think she is the greatest thing in the world, because she is probably not.
