Vietnamese Dong is very difficult to exchange outside of Vietnam. Your best bet to exchange for Dong is at a very large bank, at the Vietnam Embassy or Vietnam Consulate.

if you're not travelling to vietnam then you could ask a local vietnamese living in toronto if they know. i always bring money back with me as souveniers, a 10,000 dong note is worth about 66 cents american.
if you're going to vietnam you can change money there at any bank or jewlery store to get the best rates. no matter where you change your canadian money, make sure it is new and crisp. they won't change old or damaged bills due to counterfitting. that goes for their own 500,000 dong bills as well. don't take a damaged one as change or you'll end up with an expensive momento.

I don't believe you can purchase Vietnamese Dong outside of Vietnam. Maybe you could could buy some from someone that has some left over from their trip. Possibly an ad in the newspaper. cheers

It is near impossible to exchange Dong outside Vietnam. So you best change your money upon arrival in Vietnam. The rates at the airport and in hotels are usually not too good so you better find a money changer (would not recommend black market though, illegal and you are never 100% sure you get valid currency).
